Designating the section of a street that crosses under a bridge as a "tunnel" is much clearer, visually. Doing so allows one to (visually) analyze an intersection much more quickly. Being able to designate these sections as underpasses (as opposed to tunnels, in contrast to the bridge overlay) would be clearer (from a data perspective).
