Your idea of to “dump all street names of DC and compare them to a dump of street names in OCTO data” makes sense. It will be easier review the data outside of OSM.

DDOT (DC DOT) has better data then Tiger 2012.

I like your thinking on this. Is there some way to estimate how much an area is changing (in regards of what should be mapped by OSM)?
