I’m not sure what you mean by “the tagging root in ‘highway=motorway.’” Are you referring to the motorway classification being tied to signage on the ground? If so, It may it be simpler to extend motorway classifications to the nearest junction ahead of a ‘Motorway Begins’ sign, and behind a ‘Motorway Ends’ sign. Would you suggest that I post this topic on the discord for discussion?

It seemed logical to extend the primary classification of Ma On Shan Road farther south, because the northbound portion of Ma On Shan Road becomes a primary more than 0.5km away. I now see there is a policy I missed regarding motorway signs (osm.wiki/WikiProject_Hong_Kong/Transport/Road#.E8.A1.97.E9.81.93.E5.88.86.E9.A1.9E_Classifications_of_streets) that may contradict this edit. Would you like me to change it back?

I noticed the classification changes you made to way/391921279 and way/205784547. The opposite side of the road was not accounted for. I will be changing classifications to their previous state.

I noticed the classification changes you made to way/183827689 and way/704915610 conflict with OSM policy. Per OSM policy (osm.wiki/Highway_link) "The _link tags are used to identify slip roads/ramps and "channelised" (physically separated by an obstruction or painted island) at-grade turning lanes connecting the through carriageways/through lanes of highways to other roadways of all types.”
