the entire block, save for the government buildings, is being gutted because the guys who own the property there apparently let people run businesses without proper permits.

Division HQ was moved a little further back a couple years ago and now a science museum called the "Provincial Reseach, Innovation, and Science Museum" (if I'm not mistaken) now stands in its place. the new structure is right beside the museum, and even though I can't tell how far it's moved, it's probably a little over 30 meters, which is more than the limit SC sets with moving buildings.

There is no track here. It's just a driveway that ends three-fourths of the way, though it does get used for warming up athletes occasionally
