This appears to be a buried pipe that collects from a stream to the south and crosses Highway 99. May also have some connection to the canal to the north along the rail road. This area is the side of a mountain and slopes steeply upward to the west so it need an on-site survey.

The direction of this stream on OSM is away from Bear Creek to an intersection with Payne Creek, however it looks like it should be flowing towards Bear Creek. Needs IRL confirmation.
