I'm pretty sure the proper syntax for proposed high is highway=proposed, proposed=secondary. Currently with the set as proposed=yes it is rendered and appears to be usable.

Over slightly seemed to be a better location, but I'll revert.

They seem big enough to be islands, but I've changed them to islets as per validation results from JOSM.

added a couple more buildings from Mapbox Imagery.
If you have knowledge of additional buildings they may be of similar design, then you may be able to copy and past current buildings to give a rough estimate.
