There is indeed one on the old location ( 52.55282, 13.46229 besides the life ring I just added), if you can, please move (or create new node) to let it as it was previously.
I couldn't survey the "new" location, so it may or may not be there, I'd suggest making a new node at the old location and putting the proper tags as well as a "fixme" on the new one for resurvey.

Hey, Do you recall what are the nodes just with name(CMS, Altitude geopoint and CPRM)? Are those some information panel?

Yes, that's the icon for the default render, but it would depend on what application uses OSM, each application has it's own renderer, but it might not be too different

You can check here a bit more about renderers osm.wiki/Rendering

It depends, as said previously, OSM is not meant for advertisement, if this is something temporary (a few months for example) it's not suited for OSM and thus should be removed. (Please see osm.wiki/Good_practice#Don.27t_map_temporary_events_and_temporary_features )

That being said, some maps update monthly, some update daily and some yearly. OSM is just a "database", applications get data from it whenever they seem fit
