Probably correct. But I seem to remember a booking office, not currently mapped, which could be separately drawn and tagged as a building.

Incidentally there are a number of objects that float in the Thames, which are tagged building=ship but should probably have only a historic=ship tag.
I think what they are trying to say is that there is a physical construction here. tourism is really about the more abstract use. If not building, I still think it needs a tag to represent the physical structure, as well as the tourism use.
