from my understanding of history, I-5 thru N Portland replaced N Minnesota Ave. i'm pretty sure that I-5 over here was referred as Minnesota Fwy when it opened in the 60s, but today, it's no longer known as that. if we continue south on I-5, there are more older names like Eastbank Fwy and the RH Baldock Fwy that the general public today does not know. since those names aren't used anymore, i'm wondering if we should put those names as old_name values instead of the currently used name.
This article claims that it is now known as I-5, used to be officially known as Eastbank Freeway, and used to have a nickname of Minnesota Freeway.

Is there a procedure to resolve this or is it left open to whoever decides to make a change or resolve it to do it?
