The borders from VZD also match what is currently in OSM
Yeah, it's very common for administrative borders to be approximate. They rarely match roads and other features, like rivers and whatnot.
And the roads, especially smaller ones, often "appear" based on situation on the ground, not taking any boundaries into account.
Anything remains to be done here, or can this note be closed?
