It looks a bit special very MOD It looks like its mainly made of airfield parimeter roads and on base roads so depending on whats actually been going on at Daedalus it could have been souped-up dumping the cargo into B route dosn't nessarly mean that the local B's wern't improved it probaly stayed a B as it's mostly local use.
Looking at site info suggests that it is entirely based on the former base sites and it connection for new commercial traffic might have mede it very localy look and feel like a primary that speds its traffic north and south along the B3385.
Apart form these possibilities it may look a bit odd but thaen as the high street, Oxford case shows the clasification on OSM dosen't reflect any national clasification scheme... ;)

Daedalus is undergoing significant infrastructure and development works. During the various phases of work, the main visitor entrance to the Airfield has now changed from Chark Lane off Broom Way to the newly constructed Daedalus Drive, which is fed by the new junction at the traffic lights outside the front of CEMAST. If using a Sat Nav to get to the Main Entrance, enter the CEMAST postcode PO13 9FU for entrance via the new Daedalus Drive leading to Argus Gate.
I looks like get ready for lots of HGV's due to be comming this way theory might be why they did it this way.
