I don't why a outdoor toilets should be deleted. indeed maybe it's a private one, maybe not, hard to known.
but the #2 is a survey... I doubt that a mapper survey a lot of private toilets
and private toilets, if usefulls for HOT, don't need to be deleted, room=toilets or private:amenity or not:amenity allow to avoid that an amenity=toilets come back
HOT-type mappers mapped private toilets, names of owners, demographic data...
There was even case of mapping income.
This data can be mappable but I am pretty sure that it is out of scope of OSM.
And are you really convinced that all of that are public toilets?
