Good question. I have just asked in the changeset https://www.openstreetmap.org/changeset/6360019 where the planned track was added (12 years ago).
That track was planned, AFAIK, as part of Riedbergbahn (the official plans for which are no longer available online, if ever they were). In any case it was part of signal box plans connected to Riedbergbahn. It should have been built when the crossing a couple of meters south has been moved to where it is now, but that obviously didn't happen.
Thanks, that's interesting. If I understood correctly, we can delete the track.
Probably. If there are any attempts to build it after all, recreating it isn't a big hurdle.
