Define "permanent" :) These are Elizabeth Line platforms currently serving trains with 9 coaches. But many of the stations (presumably including Paddington) have been constructed to allow two more carriages to be added some unspecified time in the future. At that time, I imagine it would be beneficial to remove the buffers and allow the whole of the train into the station.
It has nothing to do with the Elizabeth Line which is only temporarily using Paddington Main Line Station platforms.
Platforms 11 & 12 are currently *shorter* than they were, having the buffers move up the track and the area boarded up. For redevelopment, by the looks of it.
What I'm asking is, is this permanent?

It is permanent platforms 11 & 12 still can hold a 12 coach 387.
