This is a "highway=service" although there is a locked gate that blocks vehicle access. I have reverted the change and marked the gate as "vehicle=no" and the highway as "access=private" instead of "access=destination".
As this is legally a public footpath access=private seems a bit restrictive and liable to misinterpretation. Surely it should be motor_vehicle=private.
Using "access=private" and "foot=designated" means that access is private for *all* means of transport except on foot. Using "motor_vehicle=private" still allows bicycles, horses and various other transport types. As a footpath *only* foot transport is allowed by the public.
