It's mentioned on the wiki but mainly for humanitarian mapping - see https://wiki.openstreetmap.org/wiki/2011_Sendai_earthquake_and_tsunami/Mapping_coordination_and_data_sources#What_to_map_.28post_disaster.29 and https://wiki.openstreetmap.org/wiki/WikiProject_Haiti/Mapping_Coordination#Specific_Tags. I'm guessing that building=ruins would be a better tag to use here.
building=ruins is wrong for the same reasons "building tag describes purpose of the building - see https://wiki.openstreetmap.org/wiki/Key:building and remains of buildings must not be mapped as buildings"
building=ruins is for buildings that were built to look ruined, eg follies.
abandoned:building=residential would denote a partially collapsed residential building
If it has historical value, also tag it historical=ruins
