Hi,
May I know where it says maritime should not be used for rivers?
From OSM Wiki maritime=yes can be "used for all administrative boundaries that are located outside the coastline independent of their function".
A river is outside coastline ?sources: https://wiki.openstreetmap.org/w/index.php?title=Tag:maritime%3Dyes
