Sometimes refs are used as a name. So both tags can have same value.

I've restored the bus platforms in Groningen. The ref-tag was used correctly there as a reference letter for the platforms.
There are always situations where the name and reference are the same. This is the case for those platforms, although the name could also be 'Perron A' instead of 'A', and also for some streets where the road number is used as street name.

@maraf24: In my opinion, your point of view applies to only 1% of objects in OSM. And as long as there is no hint on these objects that ref and name must/should have the same values, it can happen that one of them is removed.
@A67-A67: I removed the values for name at the bus stop as this was not PTv2. But if you do that in your case, so that the reference also describes the name of the bus stop, fine.

This doesn't change anything. We don't use statistical approach in OSM. You cannot make edits based on assumptions valid for 99% of objects.

If there is no hint there is no valid reason for edit.
