Welcome to OSM - marking roads as private indicates that it is posted to allow only owners and others that are individually invited. If it's just a privately maintained road that anyone can use, you can add the tag operator=

This one's an odd case: the county has the name as "Highland *Drive*", which would imply a public road ("Lane" denotes a privately-owned road), but the parcel map doesn't have a right-of-way for it, instead showing it as running on private property. I don't recall a street sign at the intersection with Waikiki, which argues for a private road, and there is a large "Private Road" sign, but no "keep out" or similar sign.

The roads in question "belong" to our little community of 37 homes -- The Highlands Homeowners Association of Spokane. The history is a little complicated; details can be found here: https://highlandsha.wixsite.com/highlandsha/history.
At present we are working with the new owners of the adjacent Country Club to segregate a portion of their parcel so that a strip of land for our access road, N Highlands Ln, will belong to our HOA. We are in the process of ordering new signage to identify the access road (BTW, the change from Drive to Lane was recently approved by Spokane County) as being private and not a way for the public to get to the Country Club’s golf clubhouse.
I have been trying to get various online maps (Google, Bing, Mapquest) updated, with not yet much success. Even the County SCOUT website (http://cp.spokanecounty.org/scout/map/) is slow to change. Their default basemap "Topography" is still incorrect (it shows the label N Highlands Dr as extending into the community where N Country Club Dr should be). However, their basemap "Imagery with Labels" is up to date. And, now, also their "Open Street Map".

The SCOUT parcel information probably comes from the assessor's office while the basemap imagery with labels is from their gis data. Parcel data is strange. Skagit County has a road data layer that is made from parcels information. In places it is off by many feet.
Keep up the great work updating and adding features to your HOA. For example adding in houses and buildings along with their address and for HOA buildings adding a name. Like name="Club House"
