these are all roads that lead to homes, and should not be tagged as track but as service with service=driveway

Changed part of drive-way "Sör-Kärra" to "track":
- this road is public (except for the very end, where, indeed, there is a small private-sign)
- several (public) paths and one track connect to this road: a hint can be that with a cut-off value at zoom 15 for drive-ways, the endpoints of these paths/track are "floating in the vacuum"
- it would be unusally long for a drive way (750m)
- sources that support this are Lantmäteriet and Trafikverket (both open data). -

Ok
I normally use driveway if the road leads to a house, and track if there are no inhabitated buildings. Maybe highway=service would be better? Also, driveway doesn't assume private afaik.
Trafikverket and Lantmäteriet is not open data. They have made moves toward open data but I don't think they have released anything yet. If they have, it's not with an Osm compatible licence but some incompatible cc licence.

I'm not sure about the current status of the Lantmäteriet data, but both Lantmäteriet (on http://www.lantmateriet.se/oppnadata) and OSM (on http://wiki.openstreetmap.org/wiki/Foundation/Core_Values) reference the same source (http://opendefinition.org/) as the basis of their idea of "open". This would lead me to conclude they are compatible but, then again, I'm not an expert in this.

Yes, but it's questionable if they follow any open data definition. For example they require user accounts for usage of their "free data", because they want to be able to track how the data has been used...
Also, http://www.lantmateriet.se/sv/Kartor-och-geografisk-information/Kartor/oppna-data/fragor-och-svar/#faq:vilka-villkor-galler-for-den-informationen-som-lantmateriet-oppnar-upp says cc-by 4.0 which is incompatible: https://wiki.openstreetmap.org/wiki/Import/ODbL_Compatibility
