You've removed a tag that another mapper had added to http://www.openstreetmap.org/way/25191831/history and replaced it with a note. Making changes such as this does not in any way improve the data in OpenStreetMap; it dilutes it.

Indeed, I did. The tag in question was the only instance of a "maker" tag worldwide, and it was ambiguous (which part of the aqueduct did William Hazledine make?). Having such exotic tags - especially if their meaning is ambiguous - does not in any way improve the data in OpenStreetMap; it dilutes it. So I verified the meaning of that information using the Wikipedia, and replaced the ambiguous tag with a note containing more specific information ("cast by ..."), thereby adding information to OSM.
However, given that there is no official policy on how to handle rare tags (some community members seem in favor of reducing the number of unique tags; you seem against it), this seems to be a question that should be discussed in a broader context.
As a side note: I find it counter-productive to start a discussion on somebody's changeset and at the same time (temporarily) blocking the changeset creator from participating in said discussion.

In http://www.openstreetmap.org/user_blocks/624 it was made clear that " changes such as this need to be discussed with the wider community and different people's views taken into account.". You didn't do this, and were blocked for that reason.
OSM isn't just your database and it isn't just mine; we all need to work together as a community. This means that if you see "problematic" tagging somewhere (and it isn't a simple typing error such as "Highway" instead of "highway") you need to discuss with the original mapper and/or the wider community. Often (especially with newer mappers) when "odd" tags are used there will be a better way of tagging something but new mappers won't know this unless someone tells them - and anyone consuming the data will only know that it's changing if the change is announced somewhere.

So are you saying that for every single change to every single tag that isn't an obvious typo, there has to be a discussion beforehand? In accordance with the first point of the OSM Editing Good Practices ("If you find elements with tags that you think are wrong then do correct them. OSM similar to wiki [sic], your corrections can always be reverted, so be bold."), I was assuming that the usual way to correct potential problems is *without* having to contact anybody. My assumption was (and still is), that dialog is only necessary once actual conflict arises, i.e. when two or more mappers are in expressed disagreement.
Is there any OSM document that outlines that your suggested process ("ask before you change anything") is the suggested or required standard for OSM?

There are several simple rules of thumb which you ignored:
1. Am I improving the semantic value of OSM by changing a tag. Moving something to a note does not do so.
2. Has the tag been accepted by other mappers. In this case several mappers had made changes to the object without changing the maker key.
3. If it aint broke dont fix it.
4. If the meaning of a tag is obvious (as this one is) and you do not know of a more widely used alternative leave it alone.
5. If you are not clear about the intentions of the original tagger, ask them! That's why we have a messaging system & changeset comments.
6. Local knowledge and mapping things by visiting places results in better mapping than global edits. Informing people in an area of possible alternatives to tags they use, helps everyone.
7. Tags with low usage numbers are not intrinsically wrong, just not used very much.
