is https://www.openstreetmap.org/relation/11739086 representing some more or less subjective area where given language is more often spoken? And not any official political/administrative boundary?
In such case why boundary=political and political_division=* are used?

Hi, the relation represents the area where the law determines that Valencian is the predominant language. You can see the reference in the source tag.
We can discuss a better tagging if you like, but the current one has been agreed by the local community since 2020. If you want, we can talk at https://community.openstreetmap.org/c/communities/lang-ca/69

is such case wikidata entry about Valencian language should not be linked in wikidata tag - but entry representing this zone (may not exist yet)
