Why should those towns be tagged as cities based on population? In Finland only "maakuntakeskukset" or regional "capitals" have been tagged as such with the exception of Espoo and Vantaa.

I thought the city tag was more to do with the population of the area as a distinction from the smaller cities. Since all municipalities in Finland use the town tag, the city tag could be a good clarification for larger cities, say 40,000 inhabitants and up. The cities I have edited in this edit are all significant larger cities.

But some of those places aren't really that significant, like Kaarina which is just a suburb of Turku. If you think the tagging of towns should be changed that should be discussed on the forum https://community.openstreetmap.org/c/communities/fi/67
