That stretch of road has a dashed line. Performing a U-turn there is dumb, but not illegal. Is your internal Mapbox documentation for Dutch traffic rules up-to-date?

I am going to have to revert this: you used a no-straight-on turn restriction by accident. That will break routing for ALL northbound traffic.

Yes, I made a mistake, from my comment it is noticeable that I added a completely different restriction, but by mistake I added "no"! Here is my inattention. Thanks for noticing and fixing it! Everything is logical here, there should not be a reversal, this will not happen again!

For the matter of the use of these turn-restrictions though, you (or your Mapbox supervisor) should join the discussion here:

This because the turn-restrictions you mapped here and in other changesets are strictly advisory; it is legal to perform a U-turn. In OpenStreetMap turn-restrictions are generally only mapped when legally required. The lack of an uninterrupted centre line here means turning is not illegal.
