Hi Mateusz Konieczny,
University layouts are in public domain to help people understand the locations quick and clear. We have utilized layouts to enrich OSM with same data which in-turn will help public understand locations within the university. We also follow similar practice in temporary road closure/construction scenarios, where we source data from DOT websites. Please let us know in case of concerns/queries. Also http://www.acucamps.com/wp-content/uploads/2017/07/campus-map-1-17-copy.pdf ? That comes from https://www.acucamps.com/ with "All Rights Reserved" in the footer?
Can you point me to some place where it was released under open license?
Note that "public domain" does not mean "useful for all" or "should be openly licensed".
It is a legal term, see https://en.wikipedia.org/wiki/Public_domain
Sadly, often data that should be openly licensed is not - that is why OSM was created in the first place.
In rare cases it is OK to import into OSM datasets from external sources, but only when licensing is 100% fine - OSM is not a project to explore gray areas of copyright and related laws.

"University layouts are in public domain to help people understand the locations quick and clear" - Just because a map is viewable by the public, does not mean it is "in the public domain." The fact that the map "help people understand the locations" also has no bearing as to whether the map is in the public domain or not, or as to what license the map creator/owner may have attached to the map. If you want to use sources like this you need to contact the university and get explicit permission to do so.

Thanks for your valuable feedback. We sincerely understand the concerns raised by you. We did check on the site map pdf file for any information related to copyrights, but unfortunately we couldn't find it. We are reaching out to the universities to understand more on this. Please give us a week's time to analyze the edits and re-evaluate our SOP based on the responses from university.

For other concerns and bonus complexity note:
- creative work is protected by default, lack of anything indicating copyright status does not mean that it is not copyrighted (Since March 1, 1989, no copyright notice has been required in USA for copyright to apply)
- in USA facts and collections of facts are not protected unless creative (database right and sweat of brow legal doctrines are not present ), so it may or may not be allowed
- copying external data into OSM database requires following https://wiki.openstreetmap.org/wiki/Import/Guidelines -

Hi Anton Khorev,
Post feedback from OSM community, we immediately stopped updating OSM data with PDF maps from university websites. We also reached out to universities on the copyright issues but didn’t hear back anything from them. Going forward we will not add any information unless we have a go ahead from universities but unsure how to act upon the data which was already added. Please do let me know if you have any suggestions to course correct the data which is already added.Thanks,
