Hey, I don't think you should be adding disused:shop=* and shop=vacant on the same node. Just disused:shop=* is enough.
While both identity an empty store front, having both can lead to shop=* being updated with disused:shop=* not getting removed.

By chance, the next one I looked at:

Just looking at the current OSM data there is no way to identify which is correct, is it a disused shoe shop, or a in use book shop.
Looking at the history we can obviously see it's a book shop, but data consumers can't.

Hi, sorry for not replying on this, just saw it again when clearing through old emails.
I take your point that adding both tags might not be clear for data consumers. I think perhaps just using shop=vacant is better, as someone could add shop=something without realising there is a disused:shop=something tag. The old value will be there in the history, but is probably not that interesting for data consumers to know what the previous use was.
