Maybe even building=garage was intended and it is just place to store a car? Or place where they sell prefabricated garages?

This path doesn't exist and nor is there any way to cross the stream at this point, certainly in winter anyway.
There is a bridge slightly futher north which isn't shown on this map but there are no obvious footpaths leading to the bridge. However it is easy enough to get to the bridge from the main footpath just to the west which runs south from Blea Tarn.
