In the web based iD editor for openstreetmap.org, under the background setting

Choose custom then edit the URL and add this:

https://imagemap.geohub.sa.gov.au/mapproxy/wmts/PublicMosaic/webmercator_22/{zoom}/{x}/{y}.png
