It seems obvious from Bing that there is no connection for vehicles. But it looks likely that there is a pedestrian connection. The noexit tag can't really be safely applied in this case, unless somebody knows for sure that there is no connection of any type. It's a slightly silly tag anyway IMHO, but that's another argument. I've improved some of the geometry of these estates to make it clearer where there are turning circles. For this particular road pair I've created a bit more space between them, which should make things clearer. If anybody has local knowledge, it would be useful to get a footway mapped if the gap is passable by pedestrians.
Bing Maps Aerial suggests there is a narrow strip of grass. Perhaps:
