This is already on the map, thanks for reporting. Usually notes are closed after the fix is on the map. (https://wiki.openstreetmap.org/wiki/Notes#Resolving_notes) I can see why you put it there, so other mappers wouldn't change this. It's useful since Bing StreetSide is the only source of data around here and it has the wrong data since it's from 2014. I'm fine with keeping it open, since that was useful as a reminder for me.

Is there an OSM tool to mark this as an EPA investigation/clean up site? The vacancy is due to contamination
You could tag it with boundary=hazard + hazard=contamination. More details here: https://wiki.openstreetmap.org/wiki/Tag:hazard%3Dcontamination
Can also use the description field to let others know that this is a clean up site.
