I've added surface information to most, some already had surface=gravel, but I'm wondering if those should be surface=compacted

almost all the roads maintained by the county will be surface=gravel; including all these, only 'non-maintained' roads will be anything else (of course state roads that are paved around here will most likely be surface=asphalt)
Cool. We should probably still tag the surface though - country-specific defaults are one thing, but I think county-specific is going a bit far even for OSM :)
Yes, it's more the 'rural vs. urban' thing, but basically roads up here are only constructed a few ways, and basically if it's county then they'll do the whole gravel road base and a sealant, for driveways/service to people's homes, those could be just compacted soil/earth. This is 'my neck of the woods' so mostly this is all imported tiger and when I began fixing it all up I wasn't real aware/concerned about the surface tag; coming back around to it...
