Yeah I think you got the right spot. Just looks like someone built industrial over top, not sure how to best tag this as both industrial (surface) and landfill (subsurface).
I don't know the best way to tag it either. Perhaps just a node with some tags to indicate what lies underground. I dunno.

I'm going to close this note based on a recent EPA evalation in this report:https://cumulis.epa.gov/supercpad/cursites/csitinfo.cfm?id=0200662"EPA deleted the Reich Farms Superfund site from the National Priorities List in September 2021 after determining that the site cleanup was completed, and the actions taken are protecting people’s health and the environment."
IMO, based on the above, there is no need to include it in the OSM database at this point in time. Others may feel differently
This site cannot be precisely located and according to the EPA, poses no obvious threat to inhabitants of th area
