The authors of the offending app are French, I think (http://www.geovelo.fr/about/) - add a gallic shrug in there and it'll make sense :)
Seriously, the hit rate of these notes is pretty low - about the most you can take from them as a local mapper is "there's a car park here that someone running a random Android app was prompted to comment on, perhaps I should recheck what access, fee and maxstay should be set to on it".
