Certainly because vehicle=forestry is set. Somebody should check the road signs, but the current tagging is not necessarily wrong. Some bicycle routes incporporate roads that are forbidden for bicycles via StVO compliant signs, but designated as bicycle routes by other (usually green) signs. That means that cyclists are tolarated under certain conditions (e.g. time of day, season..), but have no legal right of way.
