most Leeds residential roads are 20mph. the council needs a legal order for each road and has a public access database called 'leedstraffweb' - not sure on the copyright
no public roads will get a speed limit under 20, all lit roads are 30mph and don't get speed limit signs
Thanks. It looks like the data on leedstraffweb isn't usable. It states:

I'm not local to the area, but noticed, whilst mapping some features from Bing imagery, the roundels on the roads and missing speed limit data that can be useful for some routing. Hence leaving the note for somebody more local to follow up with a survey.
