why not. It is explicitly written there, that it is allowed to share route elements for different routes.
Just read the consecutive paragraph. It clearly says that the ways should connect on land only. The routes you are referring to come into place if two different types of routes connect the same two harbours. In that case there is no need to draw two seperate lines between the harbours.
