Sorry. Of course you can't have one highway on top of another as OSM data is only two dimensional.
There is a highway=unclassified (name= North South Road) of 26 nodes along a highway=cycleway (part of the Mundi Biddi Trail relation) of 26 nodes. One has to removed and perhaps the relation changed. This requires local knowledge. In OSMI and JOSM the error is clearly visible.Please link to it as described above.

actually its possible to put heights on road to indicate which is higher.will check out
