Yes, I couldn't tell from the imagery how the thru-access is restricted, can you provide more details? Have the installed barriers, or how is travel restricted? One common way to show restriction is with the access key, see http://wiki.openstreetmap.org/wiki/Key:access for details.
Right, it's relatively new but an issue that will be coming up more and more as Portland DOT closes access to motor vehicles. Cars cannot cross on Holman because they implemented a barrier island that only allows bikes to get thru. This will be an issue for routing.
Ok, then you probably want to add a barrier at the intersection, see http://wiki.openstreetmap.org/wiki/Barrier - probably a bollard, or blocks...
motor_vehicle=no is also the appropriate access tag for the barrier and the part of the way prohibiting motorist movement. Alternatively, highway=pedestrian bicycle=yes.
It looks like the map has been updated correctly here. I've seen similar traffic islands around here with cutouts in them for bicycle cross traffic.
