It has been a while since I cycled these, but I tend to agree that where there are steep, narrow paths with just ground surface and steps they should not be tagged as a cycleway! bicycle=mtb and/or mtb=yes would be better

Looking at this again... I made an assumption based on the Opencyclemap rendering. Actually most of these are recorded as highway=path bicycle=designated. I'm not sure that makes sense either though, particularly in Scotland? Am I missing something?
Don't think bicycle=designated makes sense - tends to imply a proper cycle route, which these are not. Have changed to either yes or mtb depending on how good the path is.
