Well, this looks like Hawthorne. Eagle Rock is north of downtown Los Angeles.
On that track, Eagle Rock is just a place=hamlet node right now. Looks like a candidate for an admin boundary of 10. Just need to track down the source of this map: http://en.wikipedia.org/wiki/File:Map_of_Eagle_Rock_neighborhood,_Los_Angeles,_California.png
Reverting mass note closure.
Well this note is from a Craigslist user and is likely indicating an error in their geocoding data. They do not use OSM for geocoding so I don't think there is anything we can do here.
Did there ever get to be an administrative boundary as mentioned here?
