I cannot replicate the issue. I am seeing a tag for Big Spring just southwest of this note (in Big Spring Park), but there is also a tag for Bellefonte over the cemetery. At smaller zoom levels (14, 15), these titles are clearly at different levels of hierarchy, since Big Spring is tagged as a hamlet.
Otherwise, I am seeing that the Mapquest Open layer doesn't display Bellefonte at zooms 15+, but this is a rendering issue. The fact of the matter is that the data are correct, the city is labeled as Bellefonte, and any issues are with the renderer. This can be seen in many large cities as well, where the name of the city (e.g. Philly, I believe) is obscured by a neighborhood name.
