The trail itself is not really maintained, but there are posts at both entrances (west and east) that match the style of other posts at the entrances to wooded paths throughout the city. There are also rustic wooden steps up the west edge, but the actual trail is somewhat overgrown with brush and/or trees. I'd have to say that it does legally exist, because the neighboring lots to the north and south have fences on the perimeter of their lots that leave a 15-20 foot gap running east-west.
The strava heatmap shows very little use in the last 2 years but the city gis has it in there and it's city property so I'd say leave it
