Probably yes as some parts of it are still defined as local cycling routes by the CEC. See

But for sure, we should have a closer look at all the local cycling routes to see if some of them require an update.

Most of the relation seems to be part of quiet routes 8 and 9, apart from the bit at South Gyle which isn't on the CEC maps either. It's not been tagged as anything useful for 6 years looking at the history!

Not all the routes appear on all the CEC maps so it is quite difficult to know if it still exists or not.
What we should probably do is to check as well as we can all the Edinburgh cycling routes before the end of the year, then contact the CEC to double check them. They will probably be happy to help as they sometimes use OSM as a base map in their process to improve the cycling routes/schemes.
Looking over this now, I can't see any trace of this on the Edinburgh Council Website - https://www.edinburgh.gov.uk/downloads/file/26044/south-west-gorgie-the-gyle-sighthill-saughton-slateford-wester-hailes-colinton-and-balerno - I'll follow this and see if there is anything on the ground in the next few days.
I'm not sure what this is, and even knowing the context of potential cycling routes (etc) I'm sure we should delete it.
I've removed it. Probably was a route before the trams and other quiet routes were signed.
