Do you think that some of the smaller neighborhoods (namely, the single streets and apartment blocks) should be marked as "place=city_block" and "is_in=<surrounding neighborhood>" (or even "place=plot" if it's a single contiguous apartment complex) or do they function as independent neighborhood units and should retain "place=neighborhood"?
Also, do the official plot maps give an official name to the neighborhood that's by the corner of South & Evening Streets?
