#TIP: the relation contains the needed tags that describe the boundary. Tagging each section can cause problems if they are also used by other relations. In this case it may because part of the way is used to describe the county boundary as well.

Thanks, Glassman. I was giving this way the same tags as the ways next to it, like the following:
- https://www.openstreetmap.org/way/782296837/history
- https://www.openstreetmap.org/way/793911435/historyAre all of those boundaries tagged incorrectly? It seems to me that every way that makes up the state border has these tags on it. My intention was to coordinate this segment's tags with the rest, because my usage of OSM data showed this segment as different than the rest, which I think was a mistake.

Relations in OSM are a great addition but can be difficult to deal with. Each way can be used in other polygons so adding tags to the way won't make sense to the other uses of the way. I believe relationships are unique to OSM and not found in normal GIS products. Because relations are difficult to deal with using JOSM as an editor can help.
