for understanding. This part between Pettingen and Mersch is now just a cycleway because it's between 2 pollers ? the road is marked from both sides ass no trespassing, free for bikes.
Once I would also had it marked as cycleway, but after the discussions is this not a track, too? -

Honestly i haven't been there in a long time. I don't remember the signs that way has, plus tehre have been transformations. First i wanted to add surface & tracktype=grade1 to the way. Then i noticed the bollards, so i also checked the surroundings if anyone else would need access to something. Hence I told myself "OK let's put that portion as cycleway".
Made a second check and only found this entrance https://www.openstreetmap.org/node/9709053865 but i don't know if it's large enough for a vehicle. Some bollards are removable with key and that way is large enough for e vehicle, so it's also possible that if there is an accident of train, the way may be used for urgency access but i don't remember neither if there is a gate on the fence along that way...
If you think it should be put as track, go ahead.
By the way stereo linked us in the IRC chat an official text about the blue traffic sign. Indeed in Luxembourg, that sign reserves such way for the type of user but i still find inconsistencies (see my comment there).
