Which law are these changes based on? To my knowledge, the boundary in the Gulf of Riga is defined by the agreement [1] between Latvia and Estonia.

these changes are based on the official list of coordinates for the Latvian coastal baseline from which the territorial waters (12nm) and contiguous zone (24nm) are calculated. These official coordinates were deposited at the United Nations in 2011 and can be found here:"LATVIA" https://www.un.org/depts/los/LEGISLATIONANDTREATIES/STATEFILES/LVA.htm
The agreement between Estonia and Latvia defines the full maritime boundary between these two countries, but depending on the distance from the coast this boundary separates the territorial seas (up to 12nm), contiguous zones (24nm) or exclusive economic zones (up to 200nm, only theoretically as the Baltic Sea is too small for high seas) of these countries. OSM depicts international maritime boundaries at the edge of the territorial seas therefore the 12nm boundary in the Gulf of Riga.
