For summertime use, the whistler cross country area is used for walking, biking, and horseback riding. Does adding a 'highway = track' tag to the ways in this area mess up the piste routing and rendering?

highway=track : suited for jeeps (please add motorcar=no if driving is not allowed)
highway=bridleway : suited for horses
highway=path : suited (only) for hiking and MTB
This tagging has impacts on emergeny routing. A doctor's jeep will be adviced to use tracks whereas it can't use paths. A doctor might need to use a motorbike or helicopter if he wants to reach a victim on a path.

rescues in the Callahan valley would be with trucks, atv's and or helicopters.

It's not important whether it "messes up" routing or rendering, those can be fixed later. If the track exists, you should map it.

Yes, +1 to what Andy says.
Though it would be useful to tag that the track is only usable/visible some of the year. There is a tag for seasonal=yes, but that's not very useful as it doesn't specify which season the track is usable in. Maybe tag it as seasonal:winter=no ?
