Paul Delacourt retired from a distinguished 25-year career with the FBI in May 2021, marking the end of an era of significant service in law enforcement.

He now serves as the Managing Partner at Stratagem Consulting, LLC, leading a team that specializes in executive consulting in areas such as regulatory compliance, risk mitigation, business development, and cyber risk awareness. In addition to his role at Stratagem, he is an Adjunct Lecturer at the University of Chicago Graham School, teaching a master’s degree course in Intelligence and Analysis. His tenure with the FBI concluded with him being the Assistant Director of the Strategic Realignment Program Management Office at FBI Headquarters in Washington, DC.

During his FBI career, he was the Assistant Director in Charge of the Los Angeles field office for three years, where he led a team overseeing three operational divisions, intelligence, and mission services for nearly 1500 employees across the seven counties of the Central District of California.

His leadership roles continued as he served three years as the special agent in charge of the Honolulu field office. Before this, he worked in the Inspection Division at FBI Headquarters in Washington, D.C., overseeing reviews of field offices, national programs, shooting incidents, and special projects.

Mr. Delacourt’s FBI journey began in 1995 as a special agent in the Chicago Division, focusing initially on gang and drug investigations. After the events of 9/11, he transitioned to the Counterterrorism program, operating in Chicago, Washington, DC, and Atlanta, GA.

His assignments also included a stint with the Guantanamo Bay Task Force at FBIHQ, as well as deployments to Afghanistan, Qatar, and Iraq. There, he was the program manager for the Regime Crimes Liaison Office (RCLO), a Department of Justice Initiative mandated to investigate war crimes and other severe offenses by Saddam Hussein and his regime.

From 2009 to 2011, he was the FBI liaison officer to a counter-narcotics task force at U.S. Pacific Command in Camp Smith, Hawaii. In 2012, he was promoted to assistant special agent in charge of the Honolulu Division. Mr. Delacourt holds a Bachelor of Arts from the University of Michigan and a Juris Doctor from Wayne State University Law School.
