As a child, Bill Lescher grew up in the Highland Park neighborhood of Chicago. He graduated from the Naval Academy and the Naval Postgraduate School with degrees in systems engineering and aeronautical engineering. In addition, he holds a Master of Business Administration from Harvard University.
HSL Squadron-48, Airwolf, and Atlantic Fleet Helicopter Maritime Strike Wing were all under Lescher’s command at the time. Between the Vipers and Airwolves, he served as the executive officer of the USS Inchon (MCS 12), a mine countermeasures command and control ship.
At the rank of flag commander, he commanded Expeditionary Strike Group 5 and Task Forces 51/59 in Bahrain, where he oversaw the deployment of several Amphibious Ready Groups, Marine Expeditionary Units, and the afloat advanced staging facility, USS Ponce.
